Ras Al Khaimah, 26 August 2025: Ras Al Khaimah has announced a transformative infrastructure upgrade to Sheikh Mohammed bin Salem Road (E11), a key highway running along the coast and connecting Al Hamra Roundabout with Sheikh Mohammed bin Zayed Road (E311). Spearheaded by the emirate’s Public Services Department, the project is designed to cut traffic congestion, improve transport links, and drive long-term economic growth.
Phase One: Road Expansion & Smart Systems
The first stage of the project covers an 11.5-kilometre stretch of the E11. The road will be widened from two lanes to four lanes in each direction, supported by newly developed service roads to handle rising traffic demand.
Key upgrades will include:
- Redesigned junctions for smoother traffic flow
- New drainage and irrigation networks
- Modern utility installations for electricity, water, and telecommunications
- Deployment of an Intelligent Transport System (ITS) and advanced traffic management solutions
Phase Two: Structural Enhancements
The second stage focuses on structural improvements to strengthen connectivity at high-traffic points. Plans include:
- Construction of four new bridges and underpasses
- Development of parking areas to support nearby business and residential hubs
- Key upgrades around Dolphin Junction, the E11–E311 interchange, Al Hamra underpass, and Mina Al Arab underpass

According to a report published by Gulf News, Eng. Khalid Fadel Al Ali, director general of the Public Services Department, said the project is central to Ras Al Khaimah’s vision of developing a smart and sustainable road network.
“The road expansion project reflects Ras Al Khaimah’s strategic direction toward developing a smart, sustainable road network that strengthens regional connectivity and keeps pace with the emirate’s urban and economic growth. It will improve traffic flow and ensure easier access for residents, visitors, and businesses alike,” he noted.
Officials estimate that the initial phase of construction will require around two years, followed by a second stage lasting approximately 21 months. Once finalised, the expanded highway is expected to alleviate congestion, shorten travel times, enhance road safety, and provide smoother connectivity to residential neighborhoods, commercial districts, and industrial zones.
The Public Services Department has also assured that the community will be kept updated with regular traffic advisories. Residents and business owners along the route are encouraged to adhere to the diversion plans to help minimise inconvenience throughout the project’s duration.
