Riyadh, Saudi Arabia – June 16, 2025 – Saudi Arabia and Panama have signed a bilateral air services agreement to strengthen air connectivity and expand access to global aviation markets, supporting Saudi Arabia’s Vision 2030 objectives. The agreement, formalized by Abdulaziz Al-Duailej, President of the General Authority of Civil Aviation (GACA), establishes a regulatory framework for safe, efficient, and fair air transport services, complementing the 1944 Chicago Convention on International Civil Aviation.

The deal includes provisions for traffic rights, airline designation and licensing, and adherence to international safety & security standards. It aims to promote fair competition and advance the commercial interests of national carriers in both countries through modern market-entry models and support for all forms of air traffic.This partnership is set to enhance the economic prospects of Saudi and Panamanian carriers, increasing their presence in the global air transport market.

Aligned with Saudi Arabia’s National Aviation Strategy, the agreement supports the Kingdom’s goals of forging international partnerships, strengthening regulatory frameworks, and boosting air connectivity to 250 global destinations while serving 330 million passengers annually by 2030. By facilitating connections with Central American markets, the deal opens new opportunities for tourism, trade, and business, reinforcing Saudi Arabia’s role as a global aviation hub.

Under the leadership of Saleh Al-Jasser, Minister of Transport and Logistic Services and Chairman of GACA, Saudi Arabia continues to prioritize global cooperation and investment in its aviation sector. The agreement with Panama represents a strategic step toward achieving Vision 2030’s ambition of positioning Riyadh as a leading global air hub, driving economic diversification, and enhancing the Kingdom’s aviation infrastructure.
